Finance Committee approves handbook revisions, hears long-term capital plan.

DARTMOUTH — Finance Committee reviews 24-year capital spending plan, approves handbook edits. Town Administrator Cody Haddad presented a multi-decade roadmap developed by the Long-Range Capital Planning Committee, outlining borrowing for a high school roof and track replacement around 2028, a middle school replacement around 2030, and major projects including a recreation center and senior center upgrades extending to 2050. Haddad illustrated projected annual debt service peaking mid-century, then declining as debts are paid off, and noted Dartmouth's tax rate remains significantly lower than comparable communities despite planned borrowing.

The committee approved handbook updates moving to annual elections for chair and vice chair positions instead of every three years and refined collaboration language with other town entities. Director of Budget and Finance Gary Carreiro reported the Capital Improvement Planning Committee completed spring town meeting recommendations and welcomed two new members.
