DARTMOUTH — Finance Committee eyes library study, town meeting messaging strategy. The committee heard from Dartmouth Public Library Director Ms. St.

Pierre on needs including a Southworth Library feasibility study, noting digital borrowing rose 54 percent between FY22 and FY25 and residents save an estimated $4 million annually using library resources. Town Administrator Cody Haddad explained that a professional feasibility study ensures compliance with procurement rules and supports long-term planning. The committee also began planning the FY27 town meeting letter, seeking to balance financial constraints against positive messaging about town cost management and progress, with plans to mail in early May; Director of Budget and Finance Gary Carreiro reported that the Capital Improvement Planning Committee will soon finalize recommendations and health insurance discussions continue toward a July 1 deadline.
