DARTMOUTH — Finance Committee discusses FY27 budget amid modest state aid and rising fixed costs. Director of Budget and Finance Gary Carreiro and Town Administrator Cody Haddad reported the town expects only a 1.7 percent state aid increase while fixed costs for pensions, debt, and insurance climb between 3 and over 14 percent. Haddad proposed three new staffing positions including a full-time facilities director to address cost overruns on capital projects.
The committee heard that certified free cash has declined to roughly 3.1 million dollars available for the spring town meeting, with Capital Improvement Planning Committee prioritizing project requests exceeding available funds.
