Dartmouth Finance Committee reviews FY27 budget framework with 4.5 percent town increase supported by stabilization transfers. Town Administrator Cody Haddad said the school department's initial 6.8% request was negotiated down to roughly 5% through $100,000 from the collective bargaining stabilization account and approximately $178,000 from the kindergarten stabilization fund. Director of Budget and Finance Gary Carreiro highlighted health insurance savings from a shift to Southcoast Health coverage, with reinvestment in employee benefits including improved retiree coverage.

Committee members warned that the town is exhausting reserve flexibility and expressed concerns about long-term structural budget pressures. Legal spending is projected under budget for the first time in many years, averaging $20,000 to $22,000 monthly.
