Finance Panel Votes to Borrow $5.5M for Sewer Plant

Finance Committee · Meeting of September 24, 2026

Dartmouth Finance Committee warns statewide zoning ballot question could open town to hundreds of new house lots. Assistant Planning Director Ross Cuddy told the panel Question 7 would let 5,000-square-foot lots with sewer and water access be subdivided by right, potentially yielding roughly 1,000 new lots town-wide, while companion House and Senate bills could add duplexes-by-right and high-density housing on religious-owned land. A resident, addressed as Laurie, warned developers would build $500,000-$600,000 "townhouses" on split lots: "We're going to look like Boston, or we're going to look like New York." The committee also voted 6-0-0 on nine Fall Town Meeting articles, including $1 million from Community Preservation Act reserves for a 29-acre conservation restriction pitched as an alternative to the 40B "Residences at Hawthorne" project, up to $5.5 million in borrowing for a wastewater treatment plant aeration upgrade backed by a $250,000 state grant, and collective bargaining appropriations totaling $272,203.12 across three unions.
