Dartmouth Finance Committee approves four year-end line-item transfers to close fiscal year budget gaps. The committee voted July 9 to transfer funds totaling roughly $87,000 from a municipal bond anticipation note account carrying a balance of about $251,000, covering shortfalls at the Council on Aging ($3,300), the town accountant's budget ($8,000), the Youth Commission ($500), and a Medicaid payroll tax line estimated at $50,000 to $60,000. Town Accountant Gary told the committee that the tax accountant's shortfall stemmed from a $25,000 contract with tax-title firm Coppola and Coppola to send roughly 300 foreclosure-warning letters to property owners with a combined delinquency of approximately $800,000 — a campaign that generated $103,000 in payments within its first week.
Gary noted that a recent U.S. Supreme Court ruling has changed the town's foreclosure process, requiring it to return any equity above the tax debt to former owners and reducing post-title interest rates from 16 percent to 8 percent. Three votes were unanimous; one passed 4-0 with one abstention.
