DARTMOUTH — The Dartmouth Conservation Commission voted 6-1 to continue a hearing on a proposed 280-unit apartment complex off Hathaway Road to November 17. Attorney Terry Howard, representing abutters, argued the Zoning Board's comprehensive permit did not waive the town's wetlands bylaw, and water resources engineer Renee Bordeaux of Geosyntech Consultants said the project occupies more than 75 percent of the 100-foot wetland buffer zone, with one stormwater feature as close as 6.9 feet from the wetland line. Engineer Phil Cordero of Allen and Major Associates said the project's stormwater design met state standards without waivers.
A member cast the lone vote against the two-week continuance, arguing two weeks was not enough time to review the issues raised. The commission also approved a 30-day emergency certification for a ruptured sewer main at 8 Ledgewood Boulevard that released an estimated 6,000 gallons per day of untreated effluent, and granted a one-year permit extension, contingent on an $800 payment, for a commercial project on False Corner Road.
