Dartmouth Finance Committee approved a schools reserve transfer and reviewed an 11.7 percent DPW budget increase anchored by a $900,000 biosolids disposal cost surge. The committee voted unanimously 6-0 to approve a reserve fund transfer covering emergency repairs to the more than 20-year-old diesel generator at Quinn Middle School, which powers emergency lighting and cafeteria refrigeration; a full replacement was estimated at more than $500,000 with a 40-week lead time. DPW Director Tim Barber told the committee the department's wastewater enterprise fund expenses jumped more than 53 percent, driven entirely by the collapse of a longstanding arrangement under which the town sold treated biosolids as compost — a revenue stream that will become a cost of more than $1.2 million annually once the vendor closes its Maine facility and state regulators restrict land application.

Barber confirmed sewer rate increases are expected by July 1, 2026. Excluding enterprise funds, the net general-fund DPW increase is approximately $115,000. A $6 million aeration system upgrade at the wastewater plant, described as fully designed and shovel-ready, could appear on the June Town Meeting warrant.
