Dartmouth Finance Committee Plans Budget Letter, Hears Library Performance Report

Finance Committee · Meeting of March 12, 2026

Dartmouth Finance Committee kicks off budget letter planning and hears strong library numbers at March 12 session. Library Director Dina St. Pierre told the committee that Dartmouth ranks first for physical circulation among more than 70 libraries in the SAILS network, with digital borrowing up 54 percent since FY22, and disclosed a $50,000 feasibility study request to renovate the aging Southworth Library, the first step toward what could become a project exceeding the state's $1.5 million procurement threshold.

The committee spent the balance of the meeting mapping out its annual budget letter to town meeting members, with members pushing for a front page heavy on bullet points and sections highlighting flat Chapter 70 and Chapter 90 state aid alongside local successes including an ongoing Health Insurance Steering Committee effort targeting a July 1 plan-change deadline. Town Administrator staff also reported that engineering firm Tye and Bond is under consideration for a comprehensive wastewater program review, the first since 2011, which could position the town for DEP interest-free loans by 2027.
